David plans and manages projects that promote sustainable economic development and transit-oriented development (TOD). He conceived and launched programs that link industrial development to freight transportation assets, termed cargo-oriented development (COD), a job creation strategy that complements TOD. David launched the Smart Growth in Industrial Areas program, a set of redevelopment strategies for south and west Cook County. This program has led to the formation of the south suburban Green TIME Zone strategy for TOD and the redevelopment of industrial areas. This project led to the assessment or remediation of over 500 acres of brownfields properties with COD potential, and public and private investments of more than $40 million to execute elements of the Green TIME Zone plan.
