Lieutenant Governor Pat Quinn opened the ceremony inspiring attendees to walk through the new Walk Across Illinois program. Ben Helphand trained a group on how to conduct a survey to assess walkability in an area. Karen Hobbs moderated a panel discussion of Representative Elaine Nekritz, Suzanne Malec and Ty Warner on the links between transportation and watersheds. Two sessions prepared for the upcoming round of Caucuses, testing some public involvement strategies to encourage advocacy around pedestrian rights and water issues. IEPA Associate Director Ron Burke closed out the Congress by addressing state policies to reduce road runoff and fund programs to ensure water quality and conservation.

Over 300 members attended the first Congress. The overall regional report, Changing Direction: Transportation Choices for 2030, (pdf OR html). was launched that day with the participation of the Federal Highway Administration, a high ranking gubernatorial official and one of the Illinois Senate leadership. Participants were energized to take the report back to their communities and their elected leadership. Those who agreed to take up the challenge came forward to sign a "Declaration of Choice and Change" modeled on the Declaration of Independence.
