The culminating event of the process was a Regional Congress, held on September 14, 2002 and attended by over 300 people. The overall regional report, Changing Direction: Transportation Choices for 2030 was launched that day with the participation of the Federal Highway Administration, the governor’s campaign chair and one of the Illinois Senate leadership. Participants were energized to take the report back to their communities and their elected leadership. Those who agreed to take up the challenge came forward to sign a “Declaration of Choice and Change” modeled on the Declaration of Independence.
